Inhave an ipad pro 12.9 inch, it was fine at first, recently a big question comes up saying "browser or app?" and now under ios 10 the game locks up in the browser, i cannot even play the first move.

The problem seems to me to have started with the new mobile app slash window option of web vs app play. I hadn't installed the app yet or upgraded to iOS 10 and I developed the same inability to move my pieces.
I subsequently installed the app and upgraded to iOS 10 thinking that might help.
The good people at lichess thought it might be an issue with my IP address but seeing a number of other iPad users now posting the same problem on the forum I assume it is an issue with iPads in general. I hope they can fix it soon, because I do miss playing.

Actually the splash is wrong way round. If I choose "app" and then refuse to open it in iOS, I can play.
Happens to me as well, but I can move the pieces after I rotatethe screen (irrespective of the orientation I started with).
Thank you Topins! Rotating the screen works! Maybe shaking it would have too!
