Just something to add: Even if all players played full strength against all levels there still might be no linear strength rise through the levels: Humans naturally don't play constant strength, and for engines thats even more the case. In some positions the engine will fail miserably while excelling in others. And which position comes to the board is more or less random. Only when playing millions of games and counting all the same equally when played (which is not the case here) those ratings would show that.
