Why not play without a queen, it just makes the game more challenging, for me anyways. As far as leaving the clock run out, ya they should resign instead but few do.

#1 You can play without a queen but it's much harder to win, so yes people will leave the game after losing their queen, it's sad that they don't try but it happens.
